Saving a review leads to incomplete review data when submitted

Description of the issue

When saving a review as reviewer role, then later finish and submit the review, the contributor sees saved fields as not reviewed

Steps to Reproduce

Reviewer (Role)

1. Start a review & fill out some fields
2. Press save to pick up the review later
3. Pick up review, complete the review round and submit

Contributor (Role)
4. Finds submitted review and opens it
5. Finds the fields that have been saved by the reviewer as not reviewed at all, all other fields which have not been saved have a review state as expected.
