Description

Description of the issue

Currently, users can add a scenario year to their scenario bundle. This entity is meant to describe a projection year, e.g. 2050. The scenario year is, however, not the same thing as a meteoroligical year, which is a year that has already passed and from which historic data is used for the scenario, e.g. wheather data, demand time series etc.

Ideas of solution

Frontend: Add an option "meteorological year" to select in the scenario tab (beneath "scenario year")
Backend: @madbkr this should be added to the oekg as additional node
