Problem
The Projects page currently doesn’t include a theme toggle option, making it inconsistent with the editor page and landing page.
Solution
Add the existing Theme Toggle UI component to the Projects page header next to the action buttons.
Alternative
None. We should reuse the existing Theme Toggle UI component for consistency.
