Description
This issue is imported from pivotal - Originaly created at Dec 3, 2020 by Raoul Teeuwen
institutions can enter a custom text to display as consent message for users that access a SP for the 1st time. If you enter HTML, it currently is shown as unformatted text. So a HTML URL tag is shown as HTML code, the link is not clickable. We would like to offer institutions the possibility to do some simple formatting , maybe the way that is possible in in teams (Arnout: "in het beschrijving veld) maar dan niet HTML maar [b]dit soort codes[/b]".

Research direction
No implementation files, tests, or entry points are named in the issue. Trace where the institutional consent message is entered, stored, and rendered, then clarify which formatting syntax is supported and how it will be handled safely; done means the agreed simple formatting renders correctly instead of appearing as literal markup.
