Description
This issue is imported from pivotal - Originaly created at Feb 26, 2021 by Raoul Teeuwen
It would be nice if either a superuser, when selecting not it's own IdP but another, sees what someone from the selected institution would see.

Research direction
Start in the Dashboard's superuser flow by selecting an institution other than the superuser's own IdP and checking the authorization rules shown. Determine how an actual administrator from the selected institution would view those rules; done means the superuser's view matches that institution's view without changing access for other users.
