To make it possible to place a remark only for internal SURF use (to be placed in JIRA only) with the connection invite.

Research direction
Start by locating the connection-invite flow in the OpenConext-dashboard repository and identifying how invite remarks are currently handled. The issue asks for an internal SURF-only remark sent to JIRA, but names no files, tests, or entry point; done would require agreeing on the data flow and verifying that the remark is available internally without being shown to the service provider.
