Description
This issue is imported from pivotal - Originaly created at Jun 18, 2024 by Thijs Kinkhorst
The first line support needs to send (dis)connection invites but not be able to impersonate anyone. Therefore, an additional level "inviter" (connected to a SURFconext Team/Invite role) would be ideal so superuser can be limited to (T)PMs.

Research direction
Start by locating the existing superuser permission and the handling of SURFconext Team/Invite roles. Define how an inviter can send connection invites without impersonation, while superuser access remains limited to (T)PMs; done means the new role and its permission boundaries are implemented and verified.
