Description
Resource Servers sometimes needs scopes for authorization purposes. Scopes live in Manage and currently the support engineers maintain the scopes. Scopes are requested by our institutions that have Resource Servers.
Users who create a Resource Server are allowed to create scopes. It is not allowed to re-use scopes from the server, except the openid scope, which is default enabled (but can be deleted). Hint to the user that pre-fixing scopes with a domain name is best practice
