Description

We should allow the deactivation of a User “A” by:
a) Another User with CanDeactivateAnyUser Role
b) (later) The User “A” themself.

Upon deactivate the following occurs:
• The username is replaced by a UUID (globally unique random string)
• The password is replaced by a UUID (globally unique random string)
• A flag called deactivated is set to true with deactivated_date set to the current date
