for updating a number of python packages we currently imploy a number of hacks that in the end run pre-commit multiple time until it passes to enforce our code style.

i would like to have the opeanpi code-generator use pre-commit when available/configured

scripts that munged together a reformatted work-tree, singluar formatting tools
