[BUG] Not all files are regenerated on cli-build

Description
Quite a few clients like CSharp, Typescript and Java-Vertx do not regenerate test files if those were already generated. Those files which are not regenerated are not contained by openapi ignore. This results in many tests which are out of date in samples/ as well in all projects generated and updated by openapi-generator-cli. Another problem is that a project can be broken which is not covered by the integration tests since the build servers are testing with outdated test files.
Fix:
Do not skip files on generation except those which are blocked by openapi-ignore.
