Description

Is your feature request related to a problem? Please describe.

Like bin/**/ruby-petstore.sh, I would like bin/**/ruby-petstore.bat to be able to recreate directories in Ruby client samples automatically.

Describe the solution you'd like

Port #2264 and #2476 to bin/windows/ruby-client-petstore.bat and bin/openapi3/windows/ruby-client-petstore.bat.

Describe alternatives you've considered

N/A

Research direction

Compare the directory-recreation changes from issues #2264 and #2476 with bin/**/ruby-petstore.sh. Apply the corresponding behavior to bin/windows/ruby-client-petstore.bat and bin/openapi3/windows/ruby-client-petstore.bat. Done means both Windows Ruby client sample scripts can recreate their required directories automatically.
