Like bin/**/ruby-petstore.sh, I would like bin/**/ruby-petstore.bat to be able to recreate directories in Ruby client samples automatically.

Port #2264 and #2476 to bin/windows/ruby-client-petstore.bat and bin/openapi3/windows/ruby-client-petstore.bat.

Compare the directory-recreation changes from issues #2264 and #2476 with bin/**/ruby-petstore.sh.
