[BUG] Duplicated operations on multiple `tags`

Description

All of the generators (but JavaMicronautServer) are emitting duplicated code in case of multiple tags.

Generation Details

Generating code from the specification above results in duplicated code/routes etc. and often compromises the correctness.

Steps to reproduce

openapi-generator generate -i openapi.yaml -g go
openapi-generator generate -i openapi.yaml -g typescript

You will find in the output files duplicated Apis (Foo.. and Bar...)

Start with the provided openapi.yaml and run the two documented openapi-generator commands for go and typescript. Compare the generated APIs and routes for the foo/bar tags, then verify that generation produces each operation once while preserving the noted JavaMicronautServer exception.
