[BUG] CodegenModel#allVars missing properties

Description
Occasionally, a property will be present in readWriteVars but not in allVars. You can see this in modules\openapi-generator\src\test\resources\3_0\allOf.yaml. Property boosterSeat will be in readWriteVars, but not allVars. I am seeing this in the csharp-netcore generator. It will be in any of the libraries.
