[BUG] Typescript and java-microprofile import file/multipart handler even if a resource doesn't handle files

Description
I noticed typescript and java-microprofile generators use imports for file / multipart handlers even if resource doesnt deal with files or when imported file handler isnt even generated. In typescript this generates code that doesn't compile, in java-microprofile it can generate code that doesn't compile or produces code with unused imports.
Suggested fix: scala generatos had vendor extension x-has-files which skips generating file handlers, I'll move this code to DefaultCodeGen
