Can't create Microsoft 365 E5 Developer Sandbox

Description
We are experiencing issues while trying to set up a Microsoft 365 E5 Developer Sandbox and would appreciate any assistance.
We attempted to create the sandbox using the following URL:
https://developer.microsoft.com/en-us/microsoft-365/profile
During the setup process, the provisioning does not complete. Instead, we consistently receive the following message:
“It's taking longer than expected.
Your setup is being processed. There is no action required from you at this time. Please check your Developer Program dashboard in a few hours for the latest update. Thanks for your patience.”
MS-CorrelationId: 00000000-50c3-46b4-8b81-479467985329
This status has remained unchanged for over a month.
For additional context:
- We have a Visual Studio Professional license.
- We are using corporate email accounts associated with Microsoft 365.
- Two developers in our team successfully completed this setup approximately six months ago.
- However, when attempting to onboard two additional developers in January 2026, both encountered the same issue and have been stuck at this stage since then.
We have already opened a support ticket with Microsoft, and were directed to raise this issue here as the appropriate support channel for E5 Developer Sandbox provisioning.
Could you please advise on how to resolve this issue or help unblock the provisioning process?
