Description

Currently an administrator can only put a block on a certain level. This functionality would prevent everyone from making progress hence preventing people from scoring points in ctf mode.

Research direction

No file, test, or entry point is named. Start by tracing the existing administrator control that blocks a single level, then determine where a global progress stop belongs. Done means an administrator can prevent all users from making progress and scoring points in CTF mode.
