Having the questions and answers being open source

I raised the question at the call for action meeting as well. It may be preferable if all the material was open sourced. Licensing issues could otherwise pose a challenge. There is also an opportunity in making use of the The Security Knowledge Framework (https://www.securityknowledgeframework.org) when creating material that could be used for exams and courses. I know there is a concern regarding how to conduct the exams if all the questions and answers are known, but I think these concerns can be mitigated by how the exam is conducted electronically by the course and exam facilitator. The curriculum should also be extensive enough that you can not easily memorize all the possible combinations of questions and answers.

Review the proposal about open-sourcing questions, answers, and course material, including the linked Security Knowledge Framework and the concerns about electronic exam delivery. Done would be a decided scope for the material and an agreed approach to licensing, curriculum coverage, and exam administration.
