Can't install Nettacker if Python interpreter is 3.13.1

Python Version: 3.13.1

I get this error after running pipx install nettacker (as regular user)

Reproduce the reported pipx install nettacker failure with Python 3.13.1 on Fedora 41, then inspect the package metadata and dependency requirements that pip reports. Done means Nettacker installs successfully on Python 3.13.1, with compatibility behavior covered by an appropriate test or documented constraint.
