Docs: Extend troubleshooting section in `contributing.md` to inlcude about frontend OOM

# Technical description

While following the [instructions](https://github.com/OWASP/Nest/blob/main/CONTRIBUTING.md#setting-up-the-project) about setting up the repo locally it's possible to run into a scenario where the frontend container runs OOM but the logs aren't clear that has happened.

This issue is to update the documentation to include a note about the OOM scenario in troubleshooting
