Improve discoverability of chapter website link on chapter pages

The chapter website URL is currently available on chapter pages, but it is not
very discoverable. Users need to scan the details section to find it, which
makes it easy to miss when trying to visit the chapter’s official page.

Solution :-
Add a small, explicit “Visit Chapter Website” link near the chapter header.
This would improve discoverability while keeping navigation behavior clear and
predictable.
