Move community-related pages under /community path

Following the pattern established in #2622 (moving /snapshots to /community/snapshots), we should reorganize other community-related pages under the /community path for better URL structure and organization.

Proposed Changes
Move the following pages to be under /community:

1.Chapters
Current: /chapters and /chapters/[chapterKey]
Proposed: /community/chapters and /community/chapters/[chapterKey]
2.Members
Current: /members and /members/[memberKey]
Proposed: /community/members and /community/members/[memberKey]
3. Organizations
Current: /organizations and /organizations/[organizationKey]
Proposed: /community/organizations and /community/organizations/[organizationKey]

and add permanent redirect to current pages
