Description
Need to evaluate Requirements and Architecture to ensure proper emphasis is given in the context of agentic code generation. In previous Agile methodologies, tribal knowledge is stressed over machine memory.
"With coding agents, it's an early prerequisite: the constraints are what allows speed without decay or architectural drift." - OpenAI
This was not the original target of the wording in the framework, but it certainly tracked years ago for larger teams. Now it applies to every team using agentic code generation.

Research direction
Review the framework's current Requirements and Architecture wording and compare it with the issue's concerns about constraints, tribal knowledge, and agentic code generation. Identify the intended emphasis and document the agreed changes; the work is done when the framework clearly reflects the decision.
