Description

For std::span with static extents, there is no constructor that takes a pointer and no sizes; rather, the size is required regardless of whether the extent is dynamic or not. In my experience, this is actually a significant improvement for mdspan as well, particularly in generic contexts. Whatever happens, I don't think we can justify being inconsistent with span here
