Description

WebApi does not seem to consistently return date/time such as created/updated/modified across all atlas definitions (concept-set, cohort, cohort-characterization etc). Some are text others are date or date-time.

Is there a longer term strategy to make them all uniform, or is there a documentation.

We would like to build a function in ROhdsiWebApi that consistently return created-date, modified-date, updated-date as date-time into R-dataframe.

Research direction

Compare the date fields returned by the WebAPI atlas definitions named in the issue, and read the referenced ROhdsiWebApi pull request comment. Determine the agreed long-term behavior and document or implement a consistent date-time result for created, modified, and updated values; done means the affected definitions behave uniformly.
