How to parse date/date time for atlas definitions

Description
WebApi does not seem to consistently return date/time such as created/updated/modified across all atlas definitions (concept-set, cohort, cohort-characterization etc). Some are text others are date or date-time.
Is there a longer term strategy to make them all uniform, or is there a documentation.
We would like to build a function in ROhdsiWebApi that consistently return created-date, modified-date, updated-date as date-time into R-dataframe.
