Description
At the moment, users assigned the "Atlas user" role have both create & read permissions for the various entities in the system (i.e. concept set, cohort definitions, etc). We should consider making these separate permissions and make the assignment of each of these permissions explicit.
This discussion is a pre-requisite to https://github.com/odysseusinc/AtlasTests/issues/14
