Research direction

Start by reproducing the reported ApplyTo call with AllowedQueryOptions.Skip | AllowedQueryOptions.Top and a query containing $apply=groupby((Summary))&$count=true. Use the linked ODataTests.zip sample to trace the failure; done means ApplyTo succeeds when $skip and $top are ignored while $apply is present.
