"ApplyTo" method fails if "$skip" and "$top" options are ignored
var itemsCountQuery = options.ApplyTo(weatherForecastRepository.GetWeatherForecast(),
AllowedQueryOptions.Skip | AllowedQueryOptions.Top) as IQueryable<dynamic>;
and query has "$apply" option.
