[kb] Verify funding/scope in 4 frameworks whose published PDFs contradict themselves

Description
Ingestion (batch 2) found PDF-internal inconsistencies in four published framework docs. The KB pages recorded the headline value and flagged the conflict, but a framework owner should confirm which figure is authoritative (the published doc itself disagrees, so this isn't a KB transcription error):

| sahel-drought | Doc date 2022-09-29 (filename) vs '17 Octobre' (body); repo iri_historical.md encodes a BFA threshold (prob=40, frac=0.1) differing from the PDF. |
Each is a [conflict] discrepancy on the respective KB page (currently in PR #2). Recorded values are the headline ones; please confirm or correct. Surfaced by the KB ingestion audit (automated + Opus-reviewed).
