Description

We need to add functionality that allows administrators to manually authorize such devices through the UI or an appropriate control mechanism.

Research direction
The issue names no files, tests, or entry points. First locate the device list and the connection flow for devices without installation codes; done means those devices appear as "Unauthorized" and administrators can authorize them through the UI or another defined control mechanism.
