[Maintenance] - Car Global Variable Admin Tools

Description

We want to make 'car' a global variable.

In the future, if other organizations use Finishline, they may not be working on a 'car' necessarily. They could be working on a boat or a canoe ... We want the 'car' variable that is used throughout Finishline to be a global variable that admins can update and it will update accross the site.

Acceptance Criteria

There are many places this variable will need to be used. I'll try to list them all but if you notice more please feel free to add them.

In admin tools project configuration this shows all cars, add an input field above this for the 'car' variable. All fields here should also update as mentioned in the list
