[Seed Data] - Improve out Finance Team Seed Data

Description

We made a finance team on the local version of FinishLine to make it clearer which team people need to use for finance team permissions testing, however there are some things we could do to improve this seed data.

Acceptance Criteria

• Change name from "financeTeam" to "Finance Team"
• Make Millburn Pennybags an app_admin so he shows up at the top of the list of users on local
• Add a description (using markdown to make it look nice) that describes what the team is for/ what special permissions the Finance team has on local (ask someone if you have questions ab this, but you should also be able to figure it out by looking thru the code)

Proposed Solution

Adjust the seed data (look at other PRs we've had for this, if you have questions about how to do this)

Start by locating the local seed-data definitions referenced by this issue and compare them with prior seed-data PRs. Verify the team name, Millburn Pennybags's app_admin role, and rendered markdown description in the local user/team view; done when all three acceptance criteria hold.
