Description
Scan an Issue for attribute paths in order to invite maintainers to the discussion. To make it easier, we could add an attribute path field to the issue template.
Motivation: Often when issues are opened, the issue opener doesn't search for / add a maintainer handle, even though maintainers exist.

Research direction
No files, tests, or entry points are named. Start by locating the issue-handling code and issue-template configuration; done means attribute paths are scanned and the relevant maintainers are invited, with the template offering an attribute path field.
