Problem: Themes routinely show promise UI (free-shipping bars, gift thresholds) that only works when a matching Offer exists in the Dashboard, and no public doc explains that bridge. The knowledge lives with operators, and handoffs list "Dashboard Offers" with nothing to link.
Evidence: the workflow guide's handoff checklist names Dashboard Offers for free shipping or gift promises; no corresponding page exists in developer-docs.
Done when:
- A page documents the theme-promise-to-Offer relationship: which UI patterns require which Offer configuration, and how to verify parity before launch.
- The storefront workflow guide and Spark docs link to it from their handoff sections.
