[BUG] Windows is not installing last two moabb versions

Hi, I encountered errors while loading the datasets, and it seems that the errors vary for different datasets.

For example, I tried to run this code:

And received the following error:

TimeoutError: [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond

Reproduce the reported Windows failure with the shown Cho2017 example and dataset.get_data(subjects=[2]) call. Trace the dataset-loading and download path to determine whether the problem is specific to installation or to loading different datasets. Done means the affected moabb versions install and the example can load its data on Windows without the reported timeout.
