Description
I noticed that after the recent releases, most of the NetDevPack.Security.Jwt packages have been published as 9.1.1 on NuGet, but NetDevPack.Security.Jwt.Core is still on 9.0.0, which is over 6 months old.
Is this intentional? Is NetDevPack.Security.Jwt.Core no longer meant to be consumed directly? Or was there an issue preventing the 9.1.x package from being published?
I'm asking because it's unclear whether it's safe to continue depending on 9.0.0 while the rest of the packages have moved to 9.1.1, or whether consumers should expect an updated release.

Research direction
Start by comparing the NuGet versions for NetDevPack.Security.Jwt.Core and the other NetDevPack.Security.Jwt packages, then inspect the repository's recent release or packaging configuration. Done means establishing whether Core should receive a 9.1.x publication or whether its 9.0.0 version is intentional, with the release behavior or documentation clarified.
