Azure NetApp Files backend configuration options and examples

Summary

According to the sample configs (and the customer we just helped) there are options for Azure backends that need to be added to the documentation.

Per https://github.com/NetApp/trident/blob/ebeccf2ae843611f9125b664999e739bc6e12bf2/trident-installer/sample-input/backends-samples/azure-netapp-files/backend-anf-cloud-configuration.yaml#L21

  cloudConfiguration:
    cloudName: AzureGovernment

is valid, but the parameter is not documented. This needs to be added to the documentation.
