Description

Describe the solution you'd like
After https://github.com/NativeScript/nativescript-cli/pull/4381, the test command will tell you to run tns test init if your app is not ready for unit testing. It will be better if we interactively ask the user and init the app without exiting the test command.

Additional context
We should also think about providing this in the VSCode extension.

Research direction

Start with the tns test command and the existing tns test init flow described after pull request #4381. Trace where the command reports that the app is not ready, then determine how interactive confirmation should trigger initialization without exiting. Consider the VSCode extension separately, since the issue identifies it as additional context rather than a defined requirement.
