Description
The ChillerConstantCOP object is useful for early design when part load performance is unknown and for LEED projects using district energy that fall under the DES Guidance.
Unlike the boiler models, the currently available ChillerElectricEIR object cannot be forced to have a constant COP by adjusting the curve coefficients.

Research direction
Start by reading the existing ChillerElectricEIR object and the boiler models to understand how constant-COP behavior is represented. Then determine whether the requested ChillerConstantCOP support belongs in the API, GUI, or both. Done means the object supports the stated early-design and DES Guidance use cases in every requested interface.
