Description

The prior peak load management capability was created before we had any notion of SLC.
To fit within the paradigm of SLC, we should refactor the PLM implementation, both for the heuristic and pyomo cases.
This would involve the code from #641 and #679

Research direction

Start by reading the code changes and context from issues #641 and #679, then locate the peak load management implementations for both the heuristic and Pyomo cases. Compare each implementation with the project's SLC paradigm. Done means both PLM paths have been refactored to fit that paradigm, with the relevant existing tests still passing.
