Run "energyplus -w USA_IL_Chicago-OHare.Intl.AP.725300_TMY3.epw -r -x -d output 2ZoneDataCenterHVAC_wEconomizer.idf"
The East Data Center results in very high temperatures, much higher than the cooling setpoint 23C. Some examples:

Is this expected result - when the cooling setpoint is 23 C? Running the same simulation with version 8-6-0 gets seemingly reasonable results, where the temperatures were around 23C.
The West Data Center is OK.
