Description
Update COMPASS progress bar to have a noop mode so that calling its methods does nothing when a user does not configure a progress bar. This allows us to freely use the progress bar singleton within functions without worrying about functions breaking when a progress bar has not been set up

Research direction
Start by locating the COMPASS progress bar singleton and the methods called by application code. Add a no-op mode used when no progress bar is configured, then verify that those method calls complete without breaking and remain functional when a progress bar is configured.
