Description
We don't want to require the user to specify --db <DB_FILE> for any database export commands (it's probably fine for imports - TBD on that).
Instead, select a designated location for the DB file on the local machine (likely using a crate like platform-dirs) and check for DB there. If it doesn't exist, download it (print on the CLI to the user that a file is being downloaded).
