Description
We will deploy and test our Azure infrastructure design. This would cover all DE infrastructure needs: file storage, databases, compute, appications.

Our Azure resource group, it's VNet, and our subdomain *.itd-data.dcp.nycnet seem to all be configured and ready for us to start this.
There are probably some almost-done dcpy changes that, if completed, would make concurrent Azure+DO usage easier (connectors? envar/secret usage?).

- deprecating usage of Digital Ocean and Github Actions for data updates
