Advanced Capital Planning

Project Description

Advanced Capital Planning (ACP) is a multi-agency initiative to bring more transparency and a data-driven approach to the capital planning process.

DCP will produce and enhance data, analyses, and tools to inform capital planning decisions.

Data Engineering's first focus is on the locations, conditions, and qualities of city facilities.

Data Engineering will work with the CAPS team and various DDC teams to produce a new dataset about the conditions of public buildings. This dataset will be used in a new DDC portal and inform their front-end capital planning process.

This github issue is maintained by the Data Engineering team to track our work. This doesn't capture all cross-team DCP and DDC work.

• get and explore AIMS data from OMB
• create pipeline to make AIMS data more usable
• create POC map with AIMS data on it
• understand DDC's asset scoring outputs
• deliver MVP data product for DDC's use case
• add state-of-good-repair data to FacDB
• add state-of-good-repair data in the Citywide Statement of Needs (SON)

Timing

ACP is a multi-year initiative and this project is limited to our engagement with DDC and our use of OMB's AIMS data in 2026 deliverables.

• July 2026: Capital Planning Portal can use SGR columns in FacDB
• November 2026: publish SON

Motivations

There's no central database for the city's capital assets. DDC wants to bring relevant data together to analyze public buildings in their portfolio to inform capital project planning.

A Comptroller's Office audit and recommendations from March 2024 give useful background information and details on OMB's AIMS data and how it relates to capital planning.
