What is the context of the feature/improvement?
Highly reflective and/or refractive surfaces exhibit significant sparkling artifacts if they have detailed normal maps.

IIRC this did not occur in older versions of the remix runtime, however I have not verified this or determined which commit introduced the artifacts.
PSR seems related. Increasing the PSR Normal details threshold does have an effect, however cannot completely resolve the issue, no matter how high these thresholds are set. Only disabling all PSR options completely resolves the issue. Please see video below for a demonstration of the effect and the behaviour of the PSR settings.
