Description

What is the context of the feature/improvement?

I think it would be cool to have a feature where we're able to load mods into the runtime after we've loaded into the game. For example, I could drag and drop or adjust my existing mods with a few others and have them be able to load into the game while it's running. Right now, unless we manually go in and modify the .usda file and resave it, it won't show up in the game if we only drag and drop new mods into the mods folder.

Please describe the feature/improvement?

This feature would allow modders to drag and drop mods into their mods folder and have it appear into the runtime without having to close out of the game and reload to see the changes.

What would be your solution? (optional)

Research direction

The issue names no source files, tests, or entry points to inspect. Clarify how runtime mod discovery and loading should work, then define done as newly added or adjusted mods appearing in-game without restarting.
