Description
What is the context of the feature/improvement?
Support for textures that utilise UV scrolling.
Please describe the feature/improvement?
The possibility of choosing UV values for scrolling speed on a chosen texture, with a higher value increasing the speed. However as many textures utilise different speeds, it may be more suited to being a toolkit feature.

Research direction
The issue names no files, tests, or entry points. First clarify whether UV scrolling belongs in the runtime or toolkit, how per-texture speeds should be selected, and which texture types are in scope; done should mean textures can scroll at independently chosen UV speeds.
