Research direction

The issue names no files, tests, or entry points. Start by locating the runtime area responsible for DirectX 9c compatibility and defining a specific target game or behavior; the broad compatibility goal needs scope before implementation. Done should mean the agreed DirectX 9c game behavior works in the runtime.
