Describe the bug

Previously discussed here: https://github.com/NVIDIAGameWorks/rtx-remix/issues/583#issuecomment-2302761578
After minimizing and restoring from fullscreen, the cursor becomes doubled up and clicks appear to be registered twice.

How do you reproduce the bug?

Using bridge remix-main+aed08105
Open Unreal Tournament in fullscreen
Interact with the menus to see that it works as expected.
Press alt+tab/win key to switch away from the game and wait for it to minimize
Click back onto the game
See that there are now two mouse cursors and that interacting with the menus properly is not possible

What is the expected behavior?

The runtime should be able to minimize and restore with full functionality
