Remix Denoiser is unstable in BeamNG.drive

Describe the bug

• When the denoiser is enabled in BeamNG.drive, it introduces major visual artifacts and performance issues

• BeamNG.drive (Steam) Beta build 0.4.0.6-dx9
• Note: Remix is installed straight to the 64 bit build, no bridge

To Reproduce
Steps to reproduce the behavior:

1. Download BeamNG.drive beta build 0.4.0.6 through Steam
2. Load the game
3. Select Cliffs or Gridmap
4. Toggle denoiser on/off to observe issue

Expected behavior

• The denoiser should be stable and clean up the image, not introduce further artifacts

Start by reproducing the issue in BeamNG.drive beta build 0.4.0.6 with the denoiser toggled on and off, then inspect BeamNG.drive.x64_d3d9.log, rtx.conf.txt, and the supplied API trace. Done means identifying the cause of the visual artifacts and performance regression and confirming stable denoiser output in the Cliffs or Gridmap levels.
